Responsibilities

  • Serves as a senior principal advisor to the HRO on myriad of complex issues related to HR management.
  • Human Resources Specialist is responsible for supervision and performance of the full range of personnel functions (LE Staff and American services) at post. This includes recruitment and onboarding of employees including third country nationals,  preparation of all types of personnel actions, submission of classification requests of local positions to Regional Classification Center (RCC); participation in local wage surveys; staffing patterns; personnel records and files; and the preparation of periodic and non-recurring reports.
  • Serves as an advisor on post policies. Ensures that all staff are aware of changes to policies. Drafts and updates notices and HR SOPs that are in compliance with the Department's guidance.
  • Employee serves as principal advisor on all Locally Employed Staff compensation issues. Collects data for the annual Compensation Survey, processes results of the revised Local Compensation Plan (LCP).
  • Keeps current with all local labor practices and maintains contact with local labor authorities. Provides guidance to all section and agency heads to avoid conflicts and ensure compliance with local laws at all times.
  • Maintains contact with human resources personnel of surveyed companies to keep abreast of changes in their companies' policies or benefits. Serves as a knowledgeable source for information on prevailing practices which can justify additional benefits under the LCP.
  • Manages and oversees the local employment mechanism program. Provides policy guidance and advice to the selecting official on the type of employment mechanism.  Discusses the qualifications of applicants when requested with the selecting official.
  • Manages all correspondence relating to LE Staff counseling and disciplinary programs. Ensuring that supervisors adhere to appropriate regulations and labor laws. Provides guidance to supervisors on the type of discipline to be administered.
  • Administers or oversees the local medical, life and pension plans including any insurance programs provided to LE Staff, overseeing the timely enrollment of new employees and discontinuing separated employees. Resolves benefit payment issues and non-compliance contract issues. Must be familiar with all benefits and issues under the local social security program to ensure employees receive maximum benefit entitlement from the program. Relays benefit information through memoranda and LE Staff handbook/updates. Manages post's Worker's Compensation Program for LE Staff and American employees.

Requirements

Prior Work Experience:
  • Minimum five years of progressively responsible experience in human resources management is required.
  • Plus at least one year of supervisory experience is required.
Education Requirements:
  • Bachelor's degree in Human Resources or Business Administration is required.
Language: 
  • English: Fluent in Reading/Writing/Speaking is required. 
  • Hungarian: Fluent in Reading/Writing/Speaking is required.
